Who reviews house plans in Montgomery County?
There is no county building department issuing structural permits in unincorporated Montgomery County. Environmental Health Services handles septic permits and development permits. Inside a city such as Conroe, Montgomery or Willis, that city's building department reviews the plans. The practical consequence catches people out: in most of the county nobody checks your structural drawings before you build, which makes the engineering your responsibility rather than the inspector's.
What is the soil like in Montgomery County?
Expansive clay across most of the county, with sandier soils north and east. A geotechnical report and a foundation design sealed by a Texas PE are standard practice here, and Tex. Occ. Code 1001.056 pulls slabs on expansive soil out of the private dwelling exemption unless the slab meets the adopted IRC standard.
Does Montgomery County require windstorm certification?
Montgomery County is not in the TDI designated catastrophe area, so windstorm certification does not apply. Anyone selling you a WPI-8 package for a build in Conroe or The Woodlands has the wrong county.

New homes permitted here
11,597 new single-family homes permitted in 2025, average permit value $287,000.
US Census Bureau, Building Permits Survey, 2025. Permit values are what builders declare and usually run below the full cost to build.
We do not publish a cost per square foot. Every plan page gives the Census line for a lot ZIP's county, and a local builder prices the plan for your lot.
Will the plan fit the lot
Every plan page draws the smallest lot the house fits on with typical setbacks: 5 ft each side, 25 ft front and 20 ft rear, plus 20 ft to turn into a side entry garage. The plans filter takes a lot width and shows only the plans that fit it. Setbacks, easements and deed restrictions vary by city, subdivision and county. Check yours before you buy. In Montgomery County, ask the city, the subdivision or its HOA for the recorded setbacks and deed restrictions before you buy.

Each plan page answers questions from the plan's own data (lot fit, reversing, changes) under Questions about this plan. Building to sell or rent? Duplexes, fourplexes and the Builder friendly plans are on plans for builders and investors.
